INFORMATION BULLETIN – Trainer and Owner Reforms (TOR) commence 1 August 2017 / National / 28 Jun, 2017

In what is a landmark occasion for the racing industry, the Australian Trainers’ Association is elated with Racing Australia’s announcement today that Trainer and Owner Reforms (TOR) will be introduced into the Australian Rules of Racing on 1 August 2017.

The aim of the TOR is to provide greater certainty and clarity in arrangements between trainers and owners on the one hand, and between co-owners on the other. Furthermore, it is designed to eliminate disputes, or where they exist, allow these to be resolved in a formal manner and setting. Lastly, and importantly, these reforms will assist to eliminate the instances of unpaid training debts.

Key standard TOR documents can be found on the Racing Australia website (http://www.racingaustralia.horse/), and include:

  • Standard Training Agreement;
  • Co-owner Agreement;
  • Fees Notice template;

Procedures for managing disputes between trainers and owners at the PRA-established tribunal in each State or Territory, are also detailed on the Racing Australia website.

An extensive education program for trainers and owners will commence immediately. Racing Australia, various State PRAs, the ATA and Owner associations will all be available to respond to questions from members.
